Reminders for Glenwood Springs residents about signs, yard maintenance, animal & wildlife protection, outdoor water use, and Ride Glenwood Springs

With the summer season upon us, the City of Glenwood Springs wants to share a few community reminders about City policies for signs, yard maintenance, trash collection, and outdoor water use. For questions or to report a concern, visit www.cogs.us.

Sign Code Reinstated

During the peak of the pandemic, Glenwood Springs suspended some portions of the sign code to allow flexibility for information sharing about COVID-19. In accordance with the 2015 supreme court ruling on Reed v. Town of Gilbert, the City of Glenwood Springs cannot and does not regulate signs based on content.

As of May 20, all parts of the sign code have been reinstated and will be enforced according to policy. There are several signs that require permits or are prohibited in Glenwood Springs. For a complete list of sign rules, please refer to the City’s Sign Code in section 070.040.110 of the municipal code.

While yard sale signs and other temporary signs do not require a permit, please note that it is prohibited to place signs or sell private property in the public right-of-way. If temporary signs are placed on private property, be sure to acquire permission before placement.

Yard signs may not be displayed for a period of more than ninety (90) days per calendar year. Please note that this rule also applies to yard signs from community campaigns, for example, yard signs from the Take a Minute, Don’t Mine Glenwood Springs and other initiatives.

Noxious and non-noxious weed and grass control & Trees on private property

Property owners are reminded to properly maintain trees, weeds or grass of any size on their property or adjacent rights-of-way. This is particularly important to help mitigate fire hazards, especially during the dry fire season.

In addition to yards, property owners are responsible to maintain grass and weeds if their property is next to an alley or if there is a grass buffer between the sidewalk adjacent to your property and the road.

Trees should be trimmed by the owner of the property on which the tree stands, so that there shall be a clear height of fourteen (14) feet above the surface of the street, alley or highway and eight (8) feet above the surface of the sidewalks.

For detailed information regarding littering, dumping, weed control and property maintenance standards, please view section 100.010.030 in the municipal code.

For detailed information about trees on private property, please view section 090.050.040 in the municipal code.

Animal and Wildlife Protection

Residents are reminded that Glenwood Springs is in bear country and that it is everyone’s responsibility to be bear aware. Bears will always go after the easiest food source and that is why it is critical to prevent bears, animals and other wildlife from getting into your trash.

Put trash, recycling and compost bins out after 6 a.m. on the same morning of your pick up and bring bins inside before 10 p.m. to protect animals and wildlife and prevent them from creating a mess. If you have an outdoor grill, be sure to regularly clean it and store it inside when possible.

Bird feeders are permitted, but all feeders must be suspended on a cable or other device so that they are inaccessible to animals and wildlife, other than birds, and the area below the feeders must be kept free of the accumulation of seed, seed debris, or other attractive or edible materials.

Violations of section 100.010.065 of the municipal code include a $50 fine for first offenses and a $500 fine for second offenses. More information about garbage, refuse, and trash collection can be found in section 100.010.060 of the municipal code.

Lawn Watering Schedule

Lawn and landscape watering is allowed before 10 a.m. and after 6 p.m. on your designated watering days. Follow the odd/even watering schedule based on the last digit in your street address. Odd-numbered home addresses may water on odd days of the month and even-numbered home addresses may water on even days of the month. For example, 123 Main Street could water on the 1st, 3rd, 5th, etc. and 456 Main Street could water on the 2nd, 4th, 6th, etc.

Please note that some large water users (schools, hotels, hospital, commercial facilities, etc.) may have City-established watering schedules that are different than residential users.

While there are no water volume restrictions at this time, it is recommended to follow the odd/even watering schedule and times for all outdoor water usage when possible. Your outdoor water usage will be most efficient after 6 p.m. and before 10 a.m. because there is less evaporation during cooler temperatures and when it is less windy.

By sticking to the watering schedule, you are maximizing the efficiency of your water use. That means you help your plants have the best chance at absorbing the water, prevent soap from drying to your car and you save yourself from paying for water that will literally disappear into the air.

For more information about the watering schedule, please view section 080.040.060 of the municipal code.

If you have a landscaping irrigation question, contact the Water Department at 970-384-6344.
